Default no skills
can not gain any skills since I upgraded. and can not get job

Did you just patch? You didn't read the stickies, did you?
What patch version is your WA?

You have conflicting CC that is not compatible with your game. Remove any skill-related CC - books, skill, career, traits, etc - then clear caches. Full instructions in GameHelp:Remove_TS3_Custom_Contentwiki

Simplest way to confirm is remove ALL CC, then load a new game to test.
